Farm Bills repealed by in India Parliament |
With a focus on the Bill to repeal the three contentious farm laws, the Winter Session of the Indian Parliament has begun from November 29. Union Agriculture Minister Narendra Singh Tomar will table the Farm Laws Repeal Bill, 2021 in the Lok Sabha on the first day of the session. Even as the government has decided to repeal the three laws, the Parliament session is expected to be a stormy affair over the farmers` demand for a law on minimum support price (MSP) for crops. The opposition parties have already favoured the farmers` demand and would try to corner the government over the issue. The ruling BJP and main opposition party Congress have issued whips to their MPs to be present on the day. Meanwhile, 42 Members of Parliament from 31 parties attended the all-party meeting on the eve of the Parliament session. Prime Minister Narendra Modi, however, skipped the meeting. The month-long session will see 26 Bills listed for introduction in Parliament. The Winter Session of Parliament will be held between November 29 and December 23. Some of the key Bills include the Cryptocurrency and Regulation of Official Digital Currency Bill, 2021, which seeks to ban all but a few private cryptocurrencies while allowing an official digital currency by the RBI. A report of the Joint Committee of Parliament on the Personal Data Protection Bill, 2019, will also be tabled in the two Houses during the session. The Bill seeks to provide for the protection of personal data of individuals and establish a Data Protection Authority for the same. It was brought in Parliament in 2019 and was referred to the joint committee. According to the Parliament`s legislative business list for the session, three bills have also been listed to replace as many ordinances -- Narcotics Drug and Psychotic Substances Bill to amend an act of the same name, the Central Vigilance Commission (Amendment) Bill and the Delhi Special Police Establishment (Amendment) Bill. The Central Vigilance Commission (Amendment) Bill and the Delhi Special Police Establishment (Amendment) Bill propose to extend the tenure of directors of the CVC and CBI. Ahead of the assembly election in Uttar Pradesh, the Constitution (Scheduled Castes and Scheduled Tribes) Order (Amendment) Bill, to amend the SC and ST list of the state, is likely to be taken up. Similarly, there is another bill to amend the Scheduled Caste and Scheduled Tribes list of Tripura.
