Us Secretary Of State Marco Rubio Says Strategic Deals, Ties, Visits With India Need To Grow

US Secretary of State Marco Rubio wrapped up a 3-day visit to India on 22nd October 2026 not just endorsing strategic bilateral political, defence, trade, and industry ties, but also holding an important trilateral meeting. Instead, Rubio made it a point in every public statement to emphasise that Washington’s priorities for working with India were only expanding, even if the two were not in sync on issues critical to each.

Rubio's last stop was Reliance Industries' Jamnagar refinery in Gujarat, India, to be received by Mukesh Ambani, Anant Ambani and US Ambassador Sergio Gor. Reliance's new-energy giga-factories and data centres under construction were on display. Rubio made no bones about discussing Reliance’s role in refining oil and gas in the newfound basin in the Caribbean-South America region critical to the USA. Rubio-Ambani discussed potential commercial cooperation between Reliance and US companies across energy, manufacturing and digital infrastructure.

After landing first in Mumbai on 20th October, US Secretary of State was accompanied by India’s External Affairs Minister Dr. S Jaishankar to Taj Hotel’s 26/11 Memorial at the Gateway of India. Jaishankar made it a point to remind the USA how important it was to lay a wreath, the US decision to extradite Tahawwur Hussain Rana, who was one of the key culprits in the Mumbai massacre of 2008 that killed 189 innocent people. Jaishankar said and Rubio acknowledged India’s right to defend against terrorism and India’s desire for a partner like US to show zero tolerance toward terrorism. Rubio made it a point to indirectly acknowledge that each country pursues its national interests. Rubio even said that in dealing with Pakistan, the US took care of India’s concerns, and the US did not overtly object to India dealing with Iran and Russia. In public utterances, coming from the highest policymakers, India and the US levelled out their roles in a changing world whilst underlining the strategic bilateral and multilateral collaboration. In this context, a trilateral meeting took place in Mumbai between Rubio, Dr. Jaishankar and the United Arab Emirates Foreign Minister Sheikh Abdullah bin Zayed to discuss regional energy security and shared economic priorities.

Rubio made important statements to the media such as that his second visit in 2026 wasn’t extraordinary, rather there should be more visits, citing that Dr. Jaishankar had made four visits this year. Both foreign ministers said understanding, appreciating and therefore converging on important bilateral and multilateral issues should be seen as symbolic of deepening ties.

To a media question on growing anti-India or anti-Indian sentiment in USA, Secretary Rubio was quick and unequivocal in saying quote “there are individuals within our country, sadly, who are stupid, who are dumb or hateful. I don’t believe anti-India hate in the US is widespread” end quote. That is a big statement from a top US official.

Secretary Rubio and Minister Dr. Jaishankar both made speeches at the Freedom 250 reception in Mumbai. In significant remarks, Rubio didn’t mince words to admit that the USA and India may not ever be perfectly aligned on every issue with times and points of disagreement. Yet, and he underlined, the core issues that define the national interests of both India and the United States, the alignment is extraordinary. He went on to say that the two powers of the size and magnitude like India and USA to be aligned on globally strategic issues that define the 21st century will help the two countries write pages in the history of the 21st century. Dr. Jaishankar agreed broadly, hinting that certain outstanding bilateral issues were being sorted out.

In a wide ranging media interview in India, Secretary Rubio made some important points.

One, that the India-USA trade deal is "incredibly close" with only technical details left to resolve. He raised expectations that the deal will be concluded in weeks.

Two, Indian Prime Minister Narendra Modi and USA President Donald Trump will most likely meet at the next Quad Leaders' Summit before the end of 2026 in Manila alongside the ASEAN conference. Rubio said the summit should "announce concrete actions" that go beyond just declarations.

Three, USA engagement with Pakistan included discouraging Pakistani actions that concern India

Overall, the visit of US Secretary of State Marco Rubio comes could represents an enhanced India-USA relationship bilaterally and multilaterally.
