India Launches FCRA 2.0 Portal & e-OCI Card in 2026
The Foreign Contribution (Regulation) Act (FCRA) regulates how foreign donations are received and used in India to protect national security and sovereignty. The Government of India launched the digitized FCRA 2.0 Portal on 30th June 2026 that outlines and requires strict compliance rules that require Non-Governmental Organizations (NGOs) to maintain transparency and defined scopes of work.
The Government of India has also launched a digital platform to now sign up for a digital Overseas Citizen of India (OCI) card for persons of Indian origin who are foreign citizens but avail of significant benefits if approved to receive an OCI card. The e-OCI Card initiatives will enhance convenience for citizens; this launch of e-OCI Card will benefit more than 50 lakh OCI cardholders
Launching the FCRA 2.0 portal and e-OCI card, Union Home Minister Amit Shah said that once again Prime Minister Narendra Modi’s government had delivered on the principle of "Minimum Government, Maximum Governance."
Shah said the government has pure intentions, a clear policy, and a mindset to embrace technology. This makes governance easy for honest people and strict on wrongdoers.
Prior to 2014, the FCRA system was entangled in files and was beyond any monitoring. The Modi government had transformed the FCRA system that was stuck in cumbersome procedures. He said the increasing number of applications and flow of donations required reducing paperwork and maintaining proper monitoring of foreign contributions for national security. The FCRA 2.0 Portal speeds up processing of applications and ensures effective real-time monitoring.
The Electronic Overseas Citizen of India (e-OCI) Card is also a major transformation of services for the global Indian diaspora through a fully digital system. Applicants can complete the entire OCI process online including upload supporting documents with the final downloading the digitally generated card after approval. Existing cardholders can also obtain their e-OCI Card digitally in most cases. There is no need to re-issue the OCI booklet upon receiving a new passport after the age of 20 years.
The digital OCI card eliminates lost or damaged documents and cardholders can carry out real-time verification themselves. Cardholders will need to update their passport-related details online whenever a new passport is issued.
